Facilitated discussion: Exploring the Potential in Undeveloped Markets at a National Scale
Mitigation and restoration providers are positioned to use their experience and existing offset programs to deliver private solutions at a national scale. Providers have effectively advanced private markets, improved regulatory certainty, and driven business efficiency for numerous industries whose actions may impact the environment, with impacts assessed and addressed locally for the Clean Water Act, Endangered Species Act, and Natural Resource Damage Assessment requirements. How can offset providers more effectively support both the regulated and regulators for these and other national scale programs with larger geographic action areas and complex actions such as EPA’s national pesticide regulations or FEMA’s flood plain insurance program? Discussion will include inter- and intra- agencies coordination, policy issues, development of appropriate assessment methods, and needed infrastructure for program implementation.
